A difficult promise to keep

At the end of 1915, there was an urgent need to support the Allies in Europe. In his New Year’s Day address to the nation, Canadian prime minister Sir Robert Borden promised to send over an additional 500,000 Canadian soldiers. This target seemed impossible to attain with only voluntary enlistment, already down in numbers, in a country with a population of less than eight million people.
